Vision, Mission & Legal Mandate

Vision

To ensure that all medical products and health technologies in Somalia are safe, effective, and of assured quality, contributing to the health and well-being of the population.

Mission

To protect and promote public health through the regulation and control of medicines, medical devices, and related health technologies in accordance with national laws and international standards.

Legal Mandate

The Interim National Medicines Regulatory Authority (INMRA) operates under the Ministry of Health, Federal Government of Somalia, and derives its authority from several key legal documents and policy frameworks. These documents establish the INMRA’s mandate, roles, and responsibilities in regulating human medicines and related substances.

Governing Legal Instruments:

  1. Law No. 9 of 1989 – Regulates human medicines and medical devices in Somalia.
  2. National Medicines Policy Document – Provides a strategic framework for the regulation and management of medicines across Somalia.
  3. Establishment of the Interim NMRA – Officially sets up the regulatory authority under the Ministry of Health.
  4. Establishment of the Controlled Substances Committee (CSC) – Provides oversight on the use and control of narcotics and psychotropic substances.

These laws provide the legal foundation for NMRA to:

  • Regulate medicines, vaccines, medical devices, and health-related products.
  • License pharmaceutical establishments and health product manufacturers.
  • Monitor and control the quality, safety, and efficacy of medical products.
  • Conduct inspections and enforce compliance with Good Regulatory Practices (GRPs).
  • Oversee clinical trials and post-market surveillance activities.
  • Promote rational use of medicines and ensure pharmacovigilance.

The NMRA also works in line with the Somalia National Health Policy, international best practices, and standards established by the World Health Organization (WHO), including the WHO Global Benchmarking Tool for national regulatory systems.
